Green Hydrogen Cost in Finland: What the Press Releases Don't Say

Finland's Hydrogen Economics

Finland's hydrogen demand is industrial: Neste's refinery (Porvoo, Europe's most profitable) uses ~160,000 tonnes/year of grey hydrogen for hydrotreating renewable diesel. Replacing this with green hydrogen is the single largest electrolysis opportunity in the Nordics. P2X Solutions (Harjavalta) commissioned Finland's first green hydrogen plant in 2024. Fingrid's grid infrastructure can support large electrolyzer connections in western Finland (Ostrobothnia), but eastern Finland faces transmission constraints. The Finnish Hydrogen Cluster (18 companies) coordinates development. VTT Technical Research Centre provides electrolyzer testing services.

Why €2/kg by 2030 Is Unrealistic for Finland

The projections assume electricity at €20-30/MWh and electrolyzers at $300-400/kW. Current Finnish reality:

  • Finnish renewable PPA prices: €35-55/MWh
  • Current electrolyzer installed costs: $800-1,500/kW (PEM), $500-800/kW (alkaline)
  • Stack replacement at 60,000-80,000 hours adds €0.30-0.80/kg to lifecycle cost

Where the Economics Work in Finland Today

  1. Refining: Neste Porvoo's 160,000 t/year grey hydrogen is Finland's single largest opportunity.
  2. Subsidy-supported: Business Finland Energy Aid covers up to 40% of CAPEX.
  3. Forest industry: UPM and Stora Enso exploring hydrogen for bio-based chemical processes.

The Import Question

If green hydrogen costs €4.50-8.00/kg domestically but €2.50-3.50/kg in North Africa, why not import?

  • Conversion losses: 25-40% energy lost in ammonia/LOHC conversion
